The Association of Construction Managers Malaysia (ACPM) is a learned society formed by the faculties and certified members of CIDB’s skills training program for Construction Project Managers that satisfy the requirements of CIDB’s Construction Industry Standards (CIS). Its membership is open to all those with interest in construction project management. Membership is also open to body corporates.

The purpose of the Association is to initiate and perform activities for the advancement of all aspects of project and programme management in construction-related fields and to promote professionalism among the practitioners of project management. Amongst its articulated objectives are to raise the character and status , and to advance the interests of the profession of project management and those engaged therein, and to promote honourable practice as well professional etiquette among members of the Association.

The Association was established and registered with the Registrar of Societies in 2012. It has a membership of around 400 among whom around half a registered certified construction project managers. This number is expected to increase in the near future due to the mandatory requirement by the Uniform Building By-Law that certain parts of a project submitted to the local authorities must be endorsed by a certified project manager registered with CIDB. The Corporate members of the Association possess Competency Certification in the field of construction project management after undergoing training and assessment by CIDB in the Certified Construction Project Managers Program (CCPM Program) organised by CIDB in conformance with the prescribed requirements of the Amendment to Act 520. Most of the members are practitioners in the field of project management, academicians and lecturers from the universities, professional members from other professions such as architecture, engineering, quantity surveyors and the other construction-related fields.

Among the numerous achievements of the Association to date are organising The Construction Project Management National Symposium 2013 during the International Construction Week (ICW) organised by CIDB wherein ACPM awarded the previous Prime Minister Tun Dr. Mahathir Mohamad with the prestigious “Construction Industry ICON” award and Tan Sri Datuk Ir. Jamilus with the “Project Managers Lifetime Achievement” award for their impact and contribution to the field of construction project management. ACPM also represented Malaysia in the Asia Pacific Federation of Project Managers Forum and has successfully instilled interests among local institutions of higher learnings and universities to make project management in construction as their career.

Among the objectives for the establishment of ACPM are the following:

  • To promote and encourage development of all aspects of project and programmed management related to construction
  • To enhance the status and charisma, and to advance the importance of the profession of project management and all those involved in this field
  • To encourage and monitor honourable practice and professional ethics amongst its members.

In order to ensure that the noble ideals of ACPM are realised and effective, ACPM has positioned itself as an agent of change for the construction industry. This status is needed to complement the government’s effort to develop the national construction industry.

On the international front, other then participating in international forum mentioned above, ACPM is considering whether to be a member of the International Project Management Institute (IPMA) with headquarters in Europe. However, the fundamental difference between ACPM and all the other project management institutes in other countries is the fact that the training conducted by CIDB is competency-based whereas the other organizations have adhered to the academic approach. ACPM may be the only organization that prescribe competency-based training for project management in the world.

The CIDB’s competency-based training programme for Certified Construction Manager is equivalent to a Masters Degree in the academic field. The entry requirements for the programme is a recognised degree in construction-related field. The recognition that the certification is at the post-graduate is further manifested by the training programme conducted by UTMSPACE and ACPM where the training materials are the modules for the CCPM training programme and the Performance Assessment form part of the training programme. When qualified participants are awarded a Master Degree in Project Management by UTMSPACE and a Competency Certificate by CIDB. This is currently the only double certification programme in project management.
